If this is the interior of the Hall of Prosperity, then that inscription over the throne says wu wie meaning "inactivity," reminding the sovereign that it is also possible to "rule by divine inactivity" which might translate today to "Don't sweat the small stuff." Of course if this is not the Hall of Prosperity, I don't have a clue as to what that inscription is.
