That cornstalk fence is in front of a couple more places. Upriver from the French Quarter (the river is the source of all directions in NO) is the Garden District - a place of palatial homes that were built after the Civil War (antebellum - "anti" meaning "after" and "bellum" meaning "Civil War" I suppose.) Notice that this fence does not have the corn ears and tassels painted - lazy b#stards.
